Zelenskyy issues decree on discharging conscripts: when will it happen

Volodymyr Zelenskyy signed a Decree on the discharge into reserve of conscripts of military service.

President of Ukraine Volodymyr Zelensky signed a Decree on the discharge into reserve of conscripts of military service, which will take place in April-May 2024. The corresponding Decree No. 149/2024 has already been published on the President’s website.

“Today, we have a decree for the discharge to reserves of conscripts — those who were called up for military service before the full-scale invasion began,” Zelenskiy said in his video address.

Conscripts will be discharged into reserve from the Armed Forces of Ukraine, the State Special Transport Service, and other military formations established in accordance with the laws of Ukraine.

“In accordance with paragraph 71 of Chapter XII ‘Final Provisions’ of the Law of Ukraine ‘On Military Duty and Military Service,’ to discharge into reserve in April-May 2024 from the Armed Forces of Ukraine, the State Special Transport Service, and other military formations established in accordance with the laws of Ukraine, conscripts of military service whose military service term, as established by the first part of Article 23 of the Law of Ukraine ‘On Military Duty and Military Service,’ expired during the state of war introduced by the Decree of the President of Ukraine dated February 24, 2022, No. 64/2022 ‘On the Introduction of Martial Law in Ukraine,’ approved by the Law of Ukraine ‘On the Approval of the Decree of the President of Ukraine ‘On the Introduction of Martial Law in Ukraine’ dated February 24, 2022, No. 2102-IX, and whose military service was extended beyond the established terms according to the ninth part of Article 23 of the Law of Ukraine ‘On Military Duty and Military Service'” — as stated in the document.

Transportation of conscripts with observance of safety requirements is entrusted to the Ministry for Communities, Territories and Infrastructure Development of Ukraine. It is noted that transportation will be provided upon requests from the Ministry of Defense of Ukraine and the Ministry of Internal Affairs. Settlements for these transportation services are to be conducted in accordance with the applicable tariffs.

Additionally, the Decree specifies that the following decrees have lost their validity:

Decree of the President of Ukraine dated December 29, 2021, No. 687/2021 “On the discharge into reserve of conscripts of military service, terms of conducting regular conscriptions, and regular conscriptions of citizens of Ukraine for military service in 2022”;

Decree of the President of Ukraine dated April 11, 2022, No. 230/2022 “On amending the Decree of the President of Ukraine dated December 29, 2021, No. 687/2021”;

Decree of the President of Ukraine dated September 30, 2022, No. 678/2022 “On amending the Decree of the President of Ukraine dated December 29, 2021, No. 687/2021”.
